A new user said "I was arrested on DUI refusal #2 to submit urine however i did blow
.0000. I was not driving at time of stop my friend was an off-duty
officer said he seen us switch seats after the fact we got pulled over
down the road can they arrest both of us for dui when he was driving
and i was the passenger when the stop was initiated."
