IT WOULD BE A LOT MORE THAN JUST 4% OF THE USA DRIVING POPULATION THAT WOULD BE VERY TOLERANT TO THEIR ALCOHOLIC OR DRUG INTAKE.... A LOT MORE!

... that's because people drink a lot at fraternal, social, or at sporting activities, or even alone. For example, even the Philadelphia , Pa. FOP has a well-stocked tavern of their own at Philly FOP HQ for their own police members,.... who drink, & then, drive home. If a FOP member gets DUI'd or has a fatal m.v. accident on the way home ... they, immediately, send a FOP pointman to resolve the incident/issue ,favorably, for their FOP members. Cops Don't like to be DUI'd/DWI'd AT ALL.
